One of the strangest monsters in all of Doctor Who has got to be the alien plant people known as the Vervoids.  Making only one appearance in the entire series, their strikingly bizzare look, and absolute lack of mercy in action has cemented them as the fan favourite monster of Sixth Doctor Colin Baker’s Trial of a Time Lord arc.
